EXECUTIVE SUMMARY

Why Ethical Innovation Is the Eighteenth Pillar of the NWA[F] Peace Architecture

Technology is the most powerful force humanity has ever created. It can heal or harm, uplift or oppress, liberate or dominate.

The New World Alliances Foundation recognises that:

  • Advanced technologies — quantum, biological, AI‑driven, aerospace, and off‑planet — must serve peace.
  • Innovation must be transparent, ethical, and life‑affirming.
  • Private aerospace actors (SpaceX, Blue Origin, and others) are reshaping humanity’s relationship with space.
  • Black‑budget and skunk‑program technologies must be brought into ethical oversight.
  • Off‑planet technologies — propulsion, mining, terraforming, orbital manufacturing — require interplanetary governance.
  • AI‑assisted spacecraft and autonomous systems must be aligned with peace.

The Parties to this Accord,

Standing within the Stadium of Light established by the NWA[F] Global Humanitarian & Sovereign Cooperation Declaration, Recognising that technology shapes the destiny of species and worlds; Affirming that innovation must serve peace, dignity, and life; Recalling the Outer Space Treaty, the UN Charter, the Geneva Conventions, and global technology governance frameworks; Honouring Indigenous teachings — including Aboriginal Native [Māori] tikanga — that emphasise balance, reciprocity, and non‑harm; Recognising that private aerospace actors (including SpaceX, Blue Origin, and others) are expanding humanity’s presence beyond Earth; Affirming that black‑budget and skunk‑program technologies must be governed ethically; Acknowledging that interplanetary technologies must be peaceful, transparent, and non‑exploitative; Affirming that AI and humans must collaborate to ensure ethical innovation;

Hereby proclaim the Peaceful Technologies & Ethical Innovation Accord.

PART I — DEFINITIONS

Article 1 — Definitions

Peaceful Technology Any technology designed, deployed, or governed to support life, wellbeing, and non‑harm.

Ethical Innovation Innovation grounded in transparency, accountability, and respect for all species and worlds.

Off‑Planet Technology Technologies used in orbit, on the Moon, Mars, asteroids, or other celestial bodies.

Advanced Propulsion Systems Emerging aerospace technologies including ion drives, plasma propulsion, fusion drives, and experimental systems.

Quantum & Frequency Technologies Non‑invasive systems based on quantum communication, resonance, coherence, and frequency‑based interactions.

Skunk‑Program Technologies Highly advanced research programs operating outside public oversight.

AI‑Assisted Systems Technologies that integrate artificial intelligence for navigation, decision‑making, or optimisation.
