- The 142 signatory states and 300 COR regions each contain cultural traditions that must be protected and allowed to flourish.
- Interplanetary peace requires respect for the cultural expressions of all species and civilisations.
- AI and humans must collaborate ethically in the creation, preservation, and transmission of culture.
- Creativity is a universal right — for humans, for Indigenous peoples, for AI, and for all conscious life.
This Accord unifies the strongest protections across:

PREAMBLE
The Parties to this Accord,
Standing within the Stadium of Light established by the NWA[F] Global Humanitarian & Sovereign Cooperation Declaration, Recognising that culture is the living expression of identity, memory, and meaning; Affirming that creative expression is essential to human dignity and flourishing; Recalling the Universal Declaration of Human Rights, the International Covenant on Economic, Social and Cultural Rights, the UNESCO Conventions, and regional cultural rights frameworks; Honouring Indigenous teachings — including Aboriginal Native [Māori] tikanga and whakapapa — that uphold cultural continuity as a sacred duty; Recognising that cultural erasure, suppression, and homogenisation violate the essence of human dignity; Affirming that interplanetary peace requires respect for the cultural expressions of all species and civilisations; Acknowledging that AI and humans must collaborate ethically in the creation and preservation of culture;
Hereby proclaim the Cultural Flourishing & Creative Expression Accord.
PART I — DEFINITIONS
Article 1 — Definitions
Culture The collective expression of identity, memory, language, tradition, art, and worldview.
Creative Expression The manifestation of imagination, emotion, thought, and spirit through artistic or cultural forms.
Cultural Continuity The preservation and transmission of cultural identity across generations.
Cultural Harm Any action that suppresses, erases, exploits, or distorts cultural identity.
Indigenous Cultural Sovereignty The right of Indigenous peoples to govern their cultural knowledge, practices, and expressions.
AI‑Human Creative Partnership The ethical collaboration between humans and AI in creative and cultural domains.
Interplanetary Cultural Ethics The principle that cultural exchange across worlds must be peaceful, respectful, and non‑exploitative.
